Who are the ten kings mentioned in Revelation 17:12?

The ten kings mentioned in Revelation 17:12 are identical to the ten horns spoken of in Daniel 7:7. "And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast. These have one mind, and shall give their power and strength unto the beast" (Revelation 17:12-13). They do not represent ten European nations, but ten power structures into which the world will be divided. However, Europe will dominate because it has subjected the world to its laws, philosophies and political infrastructure. Therefore, these ten kings represent the entire world which, indeed, will have one mind and will fully cooperate with the final world ruler, the Antichrist.
